Description

This course brings together the key elements of the UK Export Licensing System in a practical session. Reviewing the UK strategic export control lists and the implementation and legislation around financial sanctions will provide delegates with a detailed bedrock of knowledge on which to base future learning and understand internal requirements.

Attendance on the Beginner’s Guide to Export Licensing Controls and/ or general awareness of export licensing control regulations is expected before attending this full-day course.

The key aim of this training session is to explain the responsibilities of a UK exporting company ensuring compliance when exporting strategic items, including goods, software and technology. It will provide an understanding of the roles of key government departments such as the Department for Business & Trade, the Export Control Joint Unit (ECJU), the Office of Financial Sanctions Implementation (OFSI) and His Majesty’s Revenue & Customs (HMRC) and how businesses can obtain relevant information to adhere to the laws.

The session will outline the UK export licensing system, including what the online portal SPIRE (to be replaced by LITE) does and how companies can use this portal to access advice and checker tools and apply for and register for export licences. It will also demonstrate the steps to take to review embargoes and financial sanctions and to keep up to date with changes.

In addition, the training will discuss four main areas to control the use of licensing controls effectively, i.e. obtaining clear information on where the items are going and why, recording technology transfers, managing overseas trips and controlling the customs declarations for tangible exports.

Course Framework

Throughout the day, knowledge checkers and discussion points will support the learning outcomes; all delegates are encouraged to participate and ask questions during the training. This ensures delegates are taking in the information and get the most out of attending an S&H Training Course.

  • Understand the roles of the key government departments involved in issuing legislation, the administration and auditing of export licensing and financial sanctions regulations.
  • Focus on the type of UK export licences available and the end-use / end-user controls.
  • Know how to register for SPIRE and utilise the service's checker tools and advisory opinions.
  • Understand the importance of controlling export customs declarations and recording non-physical supplies of controlled items.
  • Understand what company policies and procedures are required and be able to review them.

Who Should Attend

This interactive session is aimed at employees, or people seeking employment, in the export area of a business that does or may come under export licensing controls or be affected by financial sanctions.

It is suitable as an overview from a project/contract management perspective and supports anyone directly involved in the application and management of export licences.   It is also relevant for supervisors or managers, or others affected by but not directly involved in the day-to-day activity, to provide a better understanding of the tasks and business compliance issues.
