Focus On: Dual Use Export Compliance - The Dual-Use Exporter

This full-day session focuses on dual-use regulations, a topic relevant to many industry sectors. With licences required for dual-use items moving between the UK and EU, the need to understand this topic has grown significantly. The controls are based on an item’s inherent capability, type of materials, or technical ability, affecting many industry sectors.

Description

Dual-use regulations impact various industries, including chemicals, metals, high-tech, electronics, computer software, oil and gas, and measuring and testing equipment. These controls are based on an item's inherent capability, materials, or technical ability, not the design intent or end-use. This full-day session addresses the increased administration and licensing requirements for dual-use controlled items between the UK and the EU, making it ideal for both newcomers and those needing a refresher.

The training aims to clarify what items are subject to dual-use controls, explain the different regulation categories and sections, and examine the structure and significance of the Export Control Classification Number (ECCN). Participants will learn the relevance of these regulations across industry sectors and how to conduct internal reviews of products and procedures.

The session will also highlight the similarities and differences in dual-use regulations in the UK, EU, and USA, discussing the unique aspects of the US licensing system, such as the No License Required (NLR) designation and the term EAR99. This understanding is crucial for procurement teams dealing with US-sourced items.

Additionally, the course will cover in brief the types of export licences available for dual-use controlled items, along with necessary recording and reporting requirements.  For additional information on using export licences, look at our full-day training course available on “Applying for and Using UK Export Licences”.
