Beginners Guide to Export Licensing Controls

Whether at the start of your learning pathway or as a standalone training session, this course will begin your journey to understand export licensing controls and how they work. Interactive with post-learning knowledge checks, this session aims to bring a more precise awareness of the global mechanisms for export controls while focussing on UK regulations.  

Covering essential elements gives delegates an excellent springboard to understand what goods, technology or software could be controlled and review business-relevant areas in more detail.

The key aims of this training session are to explain how the export licensing control system operates with regard to strategic items and how it is implemented globally. Emphasis will be given to UK Export Licensing Regulations. However, it will also outline how these regulations are adopted in other countries, particularly the European Union (EU) and the USA. Touching on embargoes, sanctions and end-use controls, it will explain the jargon used in these often complex areas to build confidence in the learner when dealing with this topic in practice. The trainer’s relaxed style and easy-to-understand terminology will help the exporting newcomer gain an invaluable foundation. 

This training will illustrate the critical compliance issues, especially regarding business awareness and create an understanding of the correct processes required to ensure observance of the regulations even when a sale agreement does not cover the controlled items, e.g. intangible transfer of technology and items returned to overseas suppliers. 

The session will provide an overview of the difference between military licensing controls and dual-use control regulations. It will teach learners how to approach tasks, respect this area of international trade legislation, and manage it within a business environment.

Throughout the day, knowledge checkers and discussion points will support the learning outcomes; all delegates are encouraged to participate and ask questions during the training. This ensures delegates are taking in the information and get the most out of attending an S&H Training Course.   

• Understand what export controls are and the applicable legislation, e.g. the Wassenaar arrangement.
• Focus on the definition of controlled items under dual-use and military regulations.
• Have an understanding of additional controls, e.g. embargoes, sanctions, end-use and trade controls.
• Have knowledge of the export control administration in the UK, EU and USA and the type of licences currently in use
• Focus on evidence of compliance with an overview of end-user statements, record keeping and procedures.
