The UK Export Licensing System

This course combines the key elements of the UK Export Licensing System into a practical session. By reviewing the UK strategic export control lists and the legislation surrounding financial sanctions, delegates will gain a comprehensive foundation of knowledge to support future learning and understand internal requirements.

Description

The key aim of this training session is to explain the responsibilities of a UK exporting company in ensuring compliance when exporting strategic items, including goods, software, and technology. It will provide an understanding of the roles of key government departments such as the Department for Business & Trade, the Export Control Joint Unit (ECJU), the Office of Financial Sanctions Implementation (OFSI) and His Majesty’s Revenue & Customs (HMRC) and how businesses can obtain relevant information to adhere to the laws. 

The session will outline the UK export licensing system, including what the online portal SPIRE (to be replaced by LITE) does and how companies can use it to access advice and checker tools and apply for and register for export licences. It will also demonstrate the steps to take to review embargoes and financial sanctions and keep up to date with changes. 

In addition, the training will discuss four main areas for effectively controlling the use of licensing controls: obtaining clear information on where the items are going and why, recording technology transfers, managing overseas trips, and controlling the customs declarations for tangible exports.  

Attendance on the Beginner’s Guide to Export Licensing Controls and/ or a general awareness of export licensing control regulations is expected before attending this full-day course. 

Course Structure and Key Topics

The course runs from 10:00 AM to 3:30 PM, including regular breaks and a lunch break.  

This course is designed to be highly interactive, with quizzes, activities, and Q&A sessions.   • Know how to register for SPIRE and utilise the service's checker tools and advisory opinions. 

  • Understand the importance of controlling export customs declarations and recording non-physical supplies of controlled items. 

  • Understand what company policies and procedures are required and be able to review them.
